Supreme Executive Council (最高執行機関) is the highest-ranking authority in the Slane Theocracy.

Background[]

The Supreme Executive Council are the highest authority in the nation and together set up the general roadmap for the country. Though they were from different branches of the nation, everyone on the council, including the Pontifex Maximus was regarded as an equal. They were all comrades and collaborators that worked for the glory of mankind.

Chronology[]

The Ruler of Conspiracy Arc[]

The Supreme Executive Council gathered together in response to the emergence of the Sorcerer Kingdom. While initially debating whether they should have intervened, after all, the Cardinals concluded that remaining neutral was the right decision upon learning about the Sorcerer Kingdom's military strength. Their despair only increased up learning that Ainz Ooal Gown wiped out most of the Kingdom's Army with a single spell. They were further shocked upon learning that E-Rantel was at peace despite being ruled by an undead.

Weighing their options, the Cardinals and the Council decided how to proceed after learning about this report. The Theocracy would continue to focus on their war with the Elf Country while sending the Clearwater Scripture to E-Rantel to collect information. An envoy would be sent to the Empire to check if Emperor Jircniv is still loyal to humanity. They also wanted to bring former Black Scripture members out of retirement to have them aid the Dragon Kingdom against the Beastman Country.[1]

The Witch of the Falling Kingdom Arc[]

After the Sorcerer Kingdom declared a war of retribution against the Re-Estize Kingdom for stealing their grain transports, the Slane Theocracy's higher ups, chose to instead take advantage of the situation to improve their military rather than offer aid to their fellow human nation. For that reason, the Six Cardinals deploy some members of the Black Scripture into the doomed kingdom to recruit their high level Adventurers into escaping the war and joining the Theocracy.

Later during their negotiations with Blue Roses and Azuth Aindra, the 11th Seat of the Black Scripture made constant reference on her superiors of how they praised her for her obedience on simply following orders. This implies that the Cardinals thought highly of her due to her choosing to follow their orders accordingly and not actually think for herself.[2]

The Half Elf God-kin Arc[]

The Supreme Executive Council convened once more to address the looming threat of the Sorcerer Kingdom which was in engulf in a war against the Re-Estize Kingdom which Thousand Leagues Astrologer reported to them after being blind to the situation for a month. Fearing that their nation would be attacked next, the cardinals and their peers began to discuss countermeasures. In the meeting they voted to dispatch the extracted adventurers from the Kingdom to the Dragon Kingdom and aid them in the war against the beastmen and hopefully stem the Sorcerer Kingdom's influence there. As for the Sorcerer King, it was the mind that Ainz Ooal Gown would use the Katze Plains and expand the undead region against the Argland Council State before attacking the Theocracy. Though they would stand a better chance against the Sorcerer Kingdom would be two join forces with the Council State, the cardinals and other leaders dismissed the idea as realistically impossible. With the survival of their nation at stake some of the cardinals considered surrendering, like the Baharuth Empire, feigning submission at least until they could launch an insurgency within the Sorcerer Kingdom. Knowing that a direct confrontation would result in the destruction of the Theocracy, a contingency plan was proposed to send some of the population of the nation to a refuge to preserve the human race. The meeting ended by the beckoning of the Pontifex Maximus who then directed that for the moment that they should direct their energies on bringing retribution on the damnable Elf King.[3]

When the elf subjugation army arrived in the vicinity of the elven capital, the directed the leader of the theater, General Valerian Ein Obinie to maintain a defensive position and constrained their forces from using siege weapons as the council did not want to damage the city as they intended to use it as an evacuation point for the Theocracy’s citizens in the coming war with the Sorcerer Kingdom. Additionally they withdrew the Holocaust Scripture and forbade support to the army by the other Six Scriptures as they wanted to use the war to cultivate more heroes. The decisions were unpopular but necessary, though the constraints were lifted as the army received permission to launch an offensive and that they would be receiving much needed reinforcements.[4]

Strength[]

The Supreme Executive Council was composed of powerful high ranking members of the Theocracy. Among their number were the Six Cardinals who were the highest appointment holders of the six sects devoted to the Six Great Gods. In addition, there were heads of the heads of the Judiciary, the Legislature and Executive branches. As well as the Director of the Research Institute and finally the Grand Marshal.

  • In the anime, only the Six Cardinals made an appearance.
  • In the Web Novel, the heads of the three branches of government are mentioned though are labeled as "SECRET."[5]
  • In the Mass for the Dead, members of the council, save for Raymond, are not named. In one session, they unanimously agreed to allow Antilene to venture out to E-Rantel, for her mental health and also to gain some insight on Aura and Mare, given their race and special qualities.[6]
