Summary[]
At the mansion in E-Rantel, Albedo is seen in her lingerie, rolling around in Ainz Ooal Gown's bed. As she enjoys herself in soaking in her master's scent in the pillows and mattress, Albedo reminds herself that she needs to finish her remaining duties and correct the many problems for the Sorcerer Kingdom. E-Rantel had just became the capital of the nation but the framework from the Re-Estize Kingdom which it had previously belonged to has not yet been removed. To amend this, Albedo has been training elder liches and entrusting them with domestic affairs and hopes to see results soon. That being said the Overseer Guardian wonders what direction he intends to lead this nation. She is confident on her master's wisdom and is content on following and resumes taking pleasure in burying her face in Ainz's pillow.
On another day, Ainz Ooal Gown sitting up from his bed, notices that lately it has been smelling nicer, but thinks its just his imagination. With his is an on duty maid, Foire, who Ainz regrets to know has stayed up all night watching him. The day continues with Ainz being dressed in a resplendent robe, all while being praised by the new maid, Fith. He goes to feed his pet lip bug, Nurunuru. Ainz then takes a seat at his desk, trying to adjust from being an officer worker to "someone in charge".
Albedo arrives and happily greets him, handing him a document to read for his confirmation. Ainz taking a look at the document, has absolutely no idea what it's about. He laments how the elder liches he made can understand this complicated nonsense, but just stamps his approval trusting Albedo and Demiurge to take care of things.
The Overlord decides to take a look at the anonymous proposals from everyone in Nazarick as he wants to hear everyone's opinions without bias. Also he sneaked his own suggestions inside as if he made his suggestion directly, his subordinates would force themselves to make it happen. This way Ainz hopes to hide his inabilities as a leader. The first proposal is an idea of creating an institution to educate children in the Sorcerer Kingdom, as nurturing their human resources would help strengthen Nazarick in the future. Albedo immediately recognizes this to be a suggestion made by Yuri Alpha, and finds the idea foolish as in her opinion humans do not need to be further educated. While not as harsh, Ainz agrees and while having basic education is necessary to serve in society, it would be problematic to allow Nazarick's knowledge to spread as it could threaten them. However to Albedo's surprise he will accept the proposal. Those in the employ of the establishment would be the women who lost their husbands and the also be a place where the orphans would be sheltered. From there they could recruit the most talented of the orphans. Albedo states that it would boost Ainz's positive image. On who will run the orphanage, Ainz believes Pestonya Shortcake Wanko and Nigredo are most suited.
Albedo is hesitant on that idea, as during the attack on the Royal Capital, which saw the possibility of leaking information of Jaldabaoth's relationship with Nazarick, after the duo disembodied orders and hid several infants that were slated to be eliminated. To Ainz killing the infants was not necessary as it was unlikely that any of the children would have connected the dots, and that the two women did not necessarily disobey as they understood his intention. However Albedo is still not willing to forgive the two, although stops her objections after Ainz gives her a stern speech that he understand her reservations, causing her to be lost in her feelings love towards Ainz. That being said they go over the next proposal which is a request to make a uniform for Nazarick to strengthen their sense of unity.
Albedo is obviously disgusted by the suggestion finding it outrageous and extremely stupid. Ironically the suggestion was made by Ainz, but keeps quiet as he is embarrassed by the reaction. Albedo wants to do an investigation to find the one who made the suggestion so they can receive punishment, but is objected by Ainz as the suggestion is anonymous so he could see a variety of opinions.
Later Fith opens his office revealing Aura an Mare have arrived to greet him with a good morning. At Aura's urging Ainz finds both dark elves sitting on his lap. Albedo envious pleads to be allowed to sit on Ainz's lap, though is told she is too old. Mare apologizes for coming to see Ainz so suddenly as Aura wanted to see him. They get distracted when Albedo whines like a child about not being able to sit on Ainz's lap, so Mare gives up his seat, leaving Ainz forced to invite the Overseer Guardian. As both women now contentious share Ainz's lap, the Overlord notices a familiar scent, which he asks Albedo if she is wearing ant perfume which excites her. Aura though finds the question by Ainz to be a bit perverted.
Ainz is embarrassed for doing something so inappropriate in front of the youngsters, but Mare luckily changes the subject, asking what he and the others are doing. It is explained that he is revieing solicited suggestions from Nazarick to improve the Sorcerer Kingdom. Aura has her own suggestion, which involves having boys dress up like girls and girls dress up as boys. This leaves Ainz deadpan, as that is exactly like Bukubukuchagama's idea.
Mare also agrees with his idea, though Ainz argues against it, as if others were to do so, it would cheapen their existences and appearances given to them by Bukubukuchagama. That being said only the two dark elves should be special. This causes Mare to see his point and agree. Ainz observing the reaction from Mare, comments to himself of how the NPCs came to life and wonders what his former guild mates would think of them.
Ainz's momentary silence causes concern from the people in the room, but he tells them he was thinking about something for a moment. Albedo seems to misunderstand assuming that her master is thinking about "that". Ainz hides his confusion and permits Albedo to explain the details for Aura and Mare.
Albedo complies, detailing how E-Rantel is supposed to be a trading city, however after becoming the capital of the Sorcerer Kingdom, merchants have stopped coming, which will lead to a shortage of supplies. This is a serious problem to Ainz having just heard of this. Aura thinks it would be better to steal the supplies they need from neighboring countries, but Mare tells her that the use of force against the three neighboring is strictly prohibited. The twins are sure that Ainz has a solution to this problem. To answer that, Ainz direct the query to Albedo asking what steps they are taking, to which Albedo states that Demiurge is already sowing the seeds for their plan in the Re-Estize Kingdom.
Ainz has no idea what seeds Demiurge is planting but is convinced that the demon will pull through. On that note, Albedo would like permission to go to the Kingdom and reap the harvest of their work. While Albedo is in charge of domestic affairs, he has no issue for her to go abroad, leaving the demon happy promising to come back soon to him. While Albedo is away she states that she will entrust her work to Pandora's Actor. Ainz is obviously uncomfortable at hearing of the Treasurer.
After sending Albedo away for her departure, Ainz takes a stroll with Fith around the manor ground, visiting Hamsuke at the stables with a Death Knight. And later meeting up with Pandora's Actor. Ainz bearing with the close proximity of the Treasurer, asks about his situation as Momon. The Treasurer reports that there are no particular problems, albeit save for Pandora's Actor's personal frustration of being unable to touch or examine any magical items which he normally does in the Treasury. His creator is aghast that his creation was made with such a fetish. Still Ainz will makes arrangements to have Pandora's Actor teleport to the Treasury and will inform Shalltear to give him a ring.
Just when Pandora's Actor salutes him and speak German, Ainz commands his creation to cease with the antics, not wanting to be reminded of his dark past as a chūnibyō. He tells Pandora's Actor that while he is glad that he is making an effort to show him the way he created him, he believes a child should surpass his father. So as proof of Pandora's Actor's growth, Ainz wishes to see aspects of his creations that he never given him.
Fith bearing witness to the conversation, is moved to tears, as Ainz referred to Pandora's Actor as his child. Pandora's Actor enthused by being recognized by his creator as his son, swears to fulfill his dream to come true. Ainz tells him that there is no need to say anything else, but warns his creation that if others knew he was giving special attention to Pandora's Actor, it may cause friction, so asks he keep what was said between the two of them, which the NPC agrees.
Before Ainz leaves, Pandora's Actor has one last question: How will his father intend to rule the Sorcerer Kingdom? Pandora's Actor who has been disguised as Momon, has seen many citizens in E-Rantel have come to him asking about what will happen to them in the kingdom. Such question on will they be made into slaves or be sent to war. And what path the Sorcerer Kingdom is taking.
The Sorcerer King contemplates on what Pandora's Actor said, flying above the city of E-Rantel. So far everything he has done has been to care for the creations left behind by his former colleagues. He does not care what happens to others, so long as the NPCs of Nazarick are happy. But he wonders what his former friends would think of the country he inherited. As Ainz tours the city, he notices people running or hiding in fear of his presence. The empty streets tell him what he already knows, his nation is lifeless. Questions begin to form in his mind on how he will lead as a king. What his ideal nation state will be. Slowly he envisions a place where one can laugh with various people, includes demi-humans and heteromorphic races. A nation where many races coexist like the guild he built with his former friends. A utopia, like a dream come true that people would beg for his rulership. Ainz resolves to spread the word of his nation to the world.
The guild of Ainz Ooal Gown will be recreated as a nation, where he as the Sorcerer King will offer eternal prosperity. And hopefully one day when his friends are found he can show off this nation with pride to them.

- Ainz Ooal Gown reviews proposals made by people in the Great Tomb of Nazarick accepts Yuri Alpha’s suggestion to create state run orphanage.
- To run the orphanage, Ain also decides to free Pestonya Shortcake Wanko and Nigredo who have been confined since the Demonic Disturbance.
- Aura Bella Fiora and Mare Bello Fiore come and visit. The twins attempt to convince Ainz to have girls wear boys cloths and vice versa. But is convinced otherwise by Ainz claiming doing so would dilute their uniqueness given to them by Bukubukuchagama.
- Albedo mentions wanting to reap the “harvest” in the Re-Estize Kingdom and is given permission to visit the kingdom.
- Ainz and Fith visit Hamsuke and Pandora’s Actor. For the latter Ainz tries to make his creation give up on the theatrics and acknowledges him as his son.
- After Pandora’s Actor asks him what path he wants to take with the Sorcerer Kingdom, the Sorcerer King decided to turn his nation into a utopia for all races.
