Argland Council State (アーグランド評議国) is a demi-human nation located northwest of the Re-Estize Kingdom and surrounded by mountains.

Background

The Argland Council State is a state formed by demi-humans two hundred years ago during the era of the Evil Deities. Currently, they live together harmoniously side by side.

In the Web Novel, the demi-humans that are part of this country comprised of various races. For instance, Panasolei Gruze Day Rettenmaier stated that there were goblins and ogres who reside in their nation.[1] Also it appears that marine races like the Sea Lizardmen and Mermen are also members of the Council State.[2]

While so, the reigning leaders are the Five Dragon Councillors who lawfully set the policies for the nation. The Five Dragon Councillors are said to be very powerful.

On the other hand, this nation focuses on teaching unknown spells born from the wisdom of the Dragons to their magic casters.

Chronology

The Dark Warrior Arc

The Argland Council State was briefly mentioned by the Swords of Darkness as they listed the various prominent figures in the New World.[3]

The Lizard Man Heroes Arc

While reviewing a map of the New World with Albedo, Ainz commented that Nazarick would have to be careful with approaching the Argland Council State.[4]

The Invaders of the Large Tomb Arc

As Ainz Ooal Gown took control over Eight Fingers, he noted that there was very little information available regarding the Argland Council State except mainly the Re-Estize Kingdom and the Baharuth Empire.[5]

Meanwhile, Workers discussed amongst each other about the strongest individuals they know of so far and one of them stated that it would be the Dragon Lords leading the Argland Council State. When comparing the strength of human warriors, the Workers decided to exclude the swordsmen from the Argland Council State on their list, because they are mostly composed of demi-humans.[6]

After Aura and Mare greeted the Baharuth Empire with their dragons aggressively out of nowhere, someone almost mistakenly thought that there was an arrangement done with some dragon from the Argland Council State.[7]

The Ruler of Conspiracy Arc

When Ainz tried to convince Pluton Ainzach of humans needing to coexist alongside other races, he makes a comparison of that idea to the Argland Council State with its diversity of races living peacefully together.[8]

During a conference held in the Slane Theocracy, it can be said that the reason why their nation has not decided to conquer the Re-Estize Kingdom was that they would then become neighbors with the Argland Council State. Because of their nation's philosophy, the Cardinals fear the possibility of having their nation bordered next to it may lead to a dangerous movement within the people to destroy the Argland Council State.

In fact, the Cardinals considered Argland Council State as a very strong nation since it is being led by the Dragon Lords, but particularly Platinum Dragon Lord who they feared the most.[9]

The Witch of the Falling Kingdom Arc

The Council State was said to be actively negotiating with the Re-Estize Kingdom for a possible alliance to combat the Sorcerer Kingdom.[10]

After the Sorcerer Kingdom declared war on the Kingdom following the attack on one of their transports, King Ramposa III suggested forging an alliance with another country, and asked Crown Prince Zanac how things were progressing with the Council State. Unfortunately, his son informed him that, although talks started right after the Massacre at Katze Plains, they had still not formed an agreeable alliance. Since the current circumstances would only increase the chance of rejection, the Kingdom's leadership gave up on forging alliances.

The Council State was one of the options that the Mythtril team Four Armaments considered running away too after they deal with the invasion of undead in E-Naüru as it was the closest neighboring nation within reach but instead choose not to go for it as the population of humans there is very low and were not sure they would fit in.[11]

Later during the discussion with Azuth Aindra, Blue Roses and the Black Scripture it was revealed that the adamantite adventurer group, Red Drop had already evacuated to the Council State. It was done under the job of Red Drop escorting Aindra's Nephew to safety in the Council State. Aindra himself offered to assist Lakyus Alvein Dale Aindra and her team escape to the Council State before the offer being turn down by the leader of Blue Roses.

After the war on the Re-Estize Kingdom began, it was hinted during a private discussion between Princess Renner and Prince Zanac that the Council State was receiving pressure from the Sorcerer Kingdom. They mentioned how the Sorcerer Kingdom had actually been invading the northern side of the Re-Estize Kingdom to prevent any reinforcement from being sent over by the Council State to assist them.[12]

After Pandora's Actor battle with the interloper Riku Aganeia, the Sorcerer King and his aides pondered his possible connection with the Thirteen Heroes or perhaps the Platinum Dragon Lord of the Council State. While they still did not have enough intel to make an accurate conclusion, it was decided that after the Fall of the Re-Estize Kingdom, they would gather the opinions of the other Floor Guardians on this matter. In any case, the Sorcerer Kingdom was still proceeding with their plan to send envoys to the Council-State.[13]

Culture

The nation appears to be composed of demi-humans, humans being a minority. In fact, humans made up less than 10% of the country’s population.

Politics

On a brief overview, the management and operation of the nation are administered by a parliamentary system. The parliament is composed of representatives elected from each demi-human race. Holding the ultimate authority are the Five Dragon Councillors who are the permanent lawmakers. There were only two countries that had the capability to set up national-level organizations. One of the two was said to have been the Argland Council-State.

Military Strength

As of yet, there is no concrete knowledge or evidence of the Argland Council State's military background. However, it was noted that this nation is one of the few places where Wild Magic may still be practiced. From the perspective of the Slane Theocracy's Cardinals, they were said to be very powerful, with the Platinum Dragon Lord being among their councilors.

In the Web Novel, the country seems to enlist Dragon Knights in their ranks. As well as the adventurers are mostly comprised of demi-humans.[14] There are about four adventurer parties that are around the same rank as Blue Roses.[15]

Foreign Relations

Slane Theocracy

Slane Theocracy's doctrine promotes the discrimination and eradication of all demi-humans and non-humans. The formation and existence of a nation of demi-humans is seen as a grave threat to the supremacy of humanity. The Slane Theocracy's military has been known to wipe out entire villages of demi-humans in zealous fervor to their doctrine.

Its been stated by the Six Cardinals that the hatred and paranoia their countrymen have for the Argland Council State was so immense that if they shared a national border with them by conquering the corrupt Re-Estize Kingdom, they would likely begin a movement that implores their nation's leaders to declare war on the Argland Council State for the sake of human superiority and risk annihilating their home nation into a pile of ash due to the Cardinals realizing the immense damage such a war would bring to their nation due to the power of the Dragon Lord Councilors.

However despite the extremely tense relationship between them, the Cardinals still had the means to open a channel of communication between them and one of the Councilors for secret meetings together.

Baharuth Empire

According to Jircniv Rune Farlord El Nix, the Baharuth Empire maintains political dialogue with the Council through its ministry of foreign affairs.

Sorcerer Kingdom

Before the founding of the Sorcerer Kingdom, future Sorcerer King Ainz Ooal Gown grew interested in the Council State and investigated to investigate it. However, he was ultimately unable to spare a reconnaissance force, as Nazarick was under-staffed due to the numerous missions already in play. After the destruction of the Re-Estize Kingdom, the Sorcerer Kingdom was in the process of sending a delegation to the Council State.

However upon an unknown interloper interfering with the Sorcerer Kingdom's war of annihilation with the Re-Estize Kingdom, the Sorcerer Kingdom's hierarchy has now begun harboring suspicions on the Council State's Five Dragon Councillors due to the similarities of the Interloper's Platinum motif with one of the Councilors and are now planning to actively investigate the matter. Hinting of their future relations with the Council state.

Re-Estize Kingdom

After the Sorcerer Kingdom's appearance, the Council State began to make plans to form an Anti-Sorcerer Kingdom Alliance with the Re-Estize Kingdom. While it was developing at a snail’s pace, progress was smooth, and the Kingdom gained the support of one Dragon Lord. However, the Kingdom still needed more time to convince the representatives of the other races. Plus, even if the alliance with the Kingdom falls through, the prospect of an alliance would not be completely ruled out.

However, upon the final war between the Sorcerer Kingdom and the Re-Estize Kingdom being sparked by the single foolish action of a single Re-Estize Noble, the Argland Council State officials became even more hesitant to form an alliance with them due to the Re-Estize Kingdom technically being the ones to blame for sparking the war. And due to the sheer stupidity of the Noble in question, the Argland Council likely lost faith in the Kingdom's leaders and government as well due to how incompetent its current leadership hierarchy is.

However despite this, one of the Councilors of the Council State had secretly attempted to save the kingdom in an attempt to assassinate the Sorcerer King, implying that not all of the Council State agreed with the assessment of the Kingdom's worthlessness as an ally. However it has been implied that the Councilor who intervened against the Sorcerer King was in truth operating on his own due to trying to eliminate the perceived threat against the world.
