So, after taking a que from the Persona franchise, I went and tried to match as many of the important characters as possible to the tarot card that best fits their personality. You can also try to add new characters to this list as the story progresses (I know I will). If anyone's missing, it's because I don't have enough on them to properly place them.

0/XXII – The Fool: New beginnings; The unknown; Innocence; Madness; Freedom; Spontaneous; Inexperience; Creativity; Right place, right time; Beginning the hero's journey.
Reversed: Stagnation; Lost faith; Fearful; Nothing worth living for.
They enjoy life and aren't afraid to show it. They'll gladly try new things, but may lose interest after the initial rush. They take risks that—more often than not—pay off in the end. They believe things will work out and are full of faith, charisma and a crap-ton of luck. This does NOT mean they're unintelligent.
Enri: She easily starts off as just 'Village Girl #1'. Now she's the Chieftess of Carne, General of a goblin army and practically an Area Guardian in all but name. And remember, it's from her perspective when the story begins.
Hamsuke: Very carefree and innocent. She adapts pretty well to becoming part of a legion of monsters much stronger than her and even makes a few new friends.
Pandora's Actor: Every time he speaks, you feel he's about to burst into song. Yet while he may act like a fool, he's far from being one. He's a doppelgänger, thus he can become anything. What's more, he's the only NPC who's creator is still around.
I – The Magician: Action; Initiative; Manipulation; Crafting; Confidence; Immature; Harness one's power; Realized potential; Using your talents; Shape your own destiny; Self re-invention.
Reversed: Miscommunication; Fraud; Self doubt.
Good at manipulation (however it's interpreted) and using their skills in a way that's beneficial. Creative and used to seizing the initiative, they know how to sell something, even themselves. Often times, they have a big ego that's meant to mask a sense of inferiority.
Tabula Smaragdina: The most gifted “creator” of the 41. Meticulous to a fault and possessing extensive knowledge of the occult and horror films. He made Nigredo, Albedo and Rubedo, some of the most important characters in-story.
Zaryusu: As a traveler, he has broader knowledge of the world than most of his people. He introduced fish-farming, knows how to navigate inter-tribal politics and is able to utilize any assets he has. Even if said assets are his status, weapon, allies/friends, or even his pet hydra.
Hekkeran: A worker willing to take shady jobs for money. However, he's a guy who helps his friends in a (mortal or financial) crisis. Was also able to coordinate with other workers who were both colleagues and rivals. He almost succeeded in bluffing his way out of a dangerous situation (he just missed one thing).
II – The High Priestess: Hidden knowledge/talent; Wisdom, female mystery/influence and magic; Making plans right for you.
Reversed: Lack of insight; Foolishness; Over-sensitive; Fragile psyche.
Quiet and reserved, but mostly very intelligent. They're often modest and shy–though not necessarily unpopular–and are very hardworking; whether it's for themselves, or it's expected of them. Sometimes they've an inferiority complex due to growing-up under highly strict/demanding households.
Mare: Yes he's a boy, but that doesn't mean he can't be shy or feminine. While he may be submissive and would rather sleep all day, he's very diligent in his work and is intelligent enough that Demiurge regards him as a student/apprentice.
Narberal (R): Very aloof. Not out of shyness, but because she actually dislikes anyone not of Nazarick. While she may be a hard worker, she's actually not all that bright, often slipping in her role as Nabe and not bothering to remember names of import. This has caused Momon a fair amount of grief.
Shizu: Reserved to the point of having no expression. She does however, have knowledge of all the trap mechanisms within Nazarick.
Renner (Public): Known by the people as the Golden Princess for her benevolence and kindness. Her few friends know her to be incredibly intelligent beyond her years, if at times a bit ditzy. Due to being the 3rd princess, she has very little pull within the castle. However...
III – The Empress: Mother (figure); Creativity/nurturing; Intelligence, authority and leadership; Beauty and sensuality; Abundant and healthy; Good marriage.
Reversed: Neglect; Poor health; Abandonment.
A women with authority, they're wise and seen as a mother figure. They may be cruel/cold-hearted in personality, but still show degrees of care and concern towards others (depending on who it is). Like any queen (be they a saint, or a dragon-lady); they're elegant, proper and good at running things.
Albedo: A powerful female authority figure who basically runs Nazarick herself. She's as elegant as any queen and genuinely cares for her beloved's well-being. She's also willing to make cruel decisions for the sake of her goal of ensuring “Momonga” is her only God.
Yuri: Eldest sister & (temp.) leader of the Pleiades. She's very strict, but kind and has been put in charge of the orphanage. “Good morning Yuri-sensei!”
Lakyus: Is a trusted leader who's admired by many an adventurer. Bonus points for also being an aristocrat who actually works to better the Kingdom.
IV – The Emperor: Leadership and authority; Make your own rules, have others obeying them; man of action; Stability and decisiveness; fearless.
Reversed: Chaos; Poor leadership; Lack of energy.
Male leaders or father figures (or both). In a group, They're the Team Dad. On their own, they're alphas with power over others. Honest and straightforward, they don’t apologies for their behavior. Often troubled by something personal, making it hard to accept there are just things beyond our control.
Peroroncino(?): He's not afraid to be himself. Problem is his self has a mind that's constantly in the gutter.
Jircniv: Not only is it his title, he fits the personality profile to a 'T'. When you consider everything he's accomplished (before meeting Ainz) it shouldn't come as a surprise.
Ramposa III(?) (R): The guy's just too nervous about rocking the boat to make any major change. It's made worse by his age and the fact that his country is politically halved.
Olasird'arc: He could keep an entire dungeon of dragons together under his leadership. Considering all (but one) of them agree with his might-makes-right philosophy, you have to admit he must have been pretty tough to keep them in line. He was just an unlucky alpha who crossed Ainz the I'makillya.
V – The Hierophant: Education; Authority; Conservatism; A teacher; Obedience to rules and relationship with the divine.
Reversed: Corruption; Hypocrisy; Breaking the rules.
Usually older than the protagonist and are typically the wise/logical mentor. They walk the talk and stand by their beliefs, but aren't inflexible. They give others strength and support and are the 'rock' in someone's life. They have an association (obsession) with the past and search for meaning in life.
Gazef: Noted for being a father-figure to his men (and even Brain). He's a part-time mentor to Climb and a full-time (emotional) support for his King. His failure in Carne village, as well as finding his one-time rival [Brain] in such a declined state greatly upsets him.
Touch Me: Was the leader of Nine's Own Goal. But after he caused one of their members to quit the game for good, he stepped down as leader when they became an official guild. Since then, he became an indispensable pillar of support for the guild and for Ainz personally.
Shasuryu: He's an older brother while also being the Chief of his tribe. He knows how to support his brother while, as Chief, keeping his status as a traveler in mind.
Yamaiko: IRL, she's an elementary school teacher. In-game, she's the parties healer.
Roberdyck: Was a cleric who legitimately wanted to help people. Became a worker after tiring of the political red-tape.
VI – The Lovers: (Marseilles version) The crossroads; Need to make a choice; The “right” way, or the “easy” way. (Rider-Waite version) Love; Passion/attraction; Synthesis of opposites; Aware of decisions.
Reversed: Separation; Disconnection; Danger of temptation; Indecisive; Poor decision.
The “popular,” if not the “spirited” one. Attractive, passionate and sensual, they make choices from the heart. Looks and [social] image are important, as they care what others think. They want a connection to every aspect of life and need a relationship to feel whole; which they put effort into maintaining.
Crusch: She gives us the first true romance of the story. But more importantly, she stood before 2 major crossroads: She joins the lizardman alliance and chooses to accept Ainz's offer. In both cases, she chose wisely.
Tsuareninya(?) (R): She compares herself too much to Solution and it doesn't help that she considers herself dirty. Worse still, without Sebes, she wouldn't even be able to function.
Calca: She really wants to find a husband, thus she developed her own line of skin-care spells. She's beloved by the people, but the nobles spread some mean-spirited rumors about her like jealous cheerleaders. Alas, her overly-naive wishes prevent her from making the tough choices that a ruler must sholder.
VII – The Chariot: Victory and success; Being a hero; Accomplish your goals; Assertiveness; Command; In control; Getting your way; Looking out for your own interests.
Reversed: Lack of direction; Delay; Self-Doubt.
Very driven and strong-willed. They have a personal goal they aim to achieve at any cost. Usually very brave if a bit short-tempered, aggressive [or dumb]. Combat-wise, they prefer the direct approach. Often their boasting is just to hide their insecurity, but they'll still work hard to get what they want.
Cocytus: He thought his purpose was just to be a sword. But after Ainz's “lesson,” he came to realize that he needs to be more than just a tool that only moves in the direction its pointed.
Zenberu: If your an enemy, he'll fight you to the death. If your a challenger, he'll fight you till one submits. If your a friend, he'll fight you for funsies.
Climb: He's determined to be Renner's shield as well as sword, despite being told he lacks any natural ability. He prefers (or rather, is limited to) direct combat and seams to severely lack greater/deeper insight.
Warrior T & Nishiki E: Both were thrill-seeking “glass-cannons.” They intentionally prioritized attack power over everything else. Together, they were a Red Samurai Bruiser & Blue Ninja Speedster combo.
Remedious: She may be an idiot and has the strategic flexibility of a pawn. But you have to admit, she stands by her beliefs no matter how dark the situation, or how others criticize it.
VIII – Strength: Patience; Inner strength; Passion and love. Pride and determination. Self-Control; Courage; Compassion; Gentleness; Courage and virtue over brute force.
Reversed: Anger; Jealousy; Depression; Fear.
Inner strength, strength of heart, however it's phrased, they have it in spades. Very patient, kind/gentle and forgive easily as they are very confident. Caring for others is second nature, it's just who they are. Unique/eccentric and artistic, they explore life through their big philanthropic hearts.
Sebas: His [Karma] is 300, possibly the highest of the NPCs. Lives by the dogma “helping someone in trouble is just common sense.” He even gives it to Brain strait that compassion/caring can be a powerful force that gives even the weak newfound power.
Gagaran: Very outspoken about her opposition to demi-human genocide and is noted to being the kindest member of Blue Rose.
IX – The Hermit: Wisdom; Solitude; Introspection; Lighting the way for others; Contemplation; Alone, but not lonely; Retreat and philosophical searches.
Reversed: Isolation; Paranoia; Foolishness.
Wise beyond their years, they're often in situations that hide them from sight. They thrive in solitude, as they're usually the bookworm, the hacker, the tinkerer, or the old wizard. They have high sensitivities, are meticulous, over-critical and need to prove their worth through their work/services.
Nigredo(?): Remains in her room at all times (at the behest of her father). Her abilities are primarily focused on intelligence gathering.
Hejinmal (Both): A shut-in who spends all his time reading. He recognized right away that Ainz was bad news and immediately prostrated—and boy did it save his scaly ass.
PDL: Is old enough to remember a time before players appeared and as such, has centuries of knowledge. Spends (what we assume is) all his time in the 8GK's castle guarding their treasures. But he did fight along side the 13 Heroes via a remote-controlled armor.
X – The Wheel of Fortune: Destiny/Fate; Freedom; Luck/Fortune; Adaptation; Opportunity; Positive change; Unexpected outcome; Deep connection to people/places.
Reversed: Going backwards; Lack of progress; Misfortune; Can't fight fate.
Widely traveled, self-educated, stylish and possessing expanded awareness, they're the type who adapt easily and are often very lucky. Highly regarded, they have a strong sense of purpose and belonging. Often attempt to seize their own destiny in spite of circumstances that would deny them “choice.”
Ulbert(?) (R): Fate really screwed him over: Born into poverty; Parents die at a young age: Received a pittance in compensation; Barely finished elementary school before being forced into the workforce. The NW should count its blessings that HE'S not the Overlord.
Zanac(?): (Was) working to become the successor to the throne, despite being 2nd in line.
Niea: Wants to be a Paladin, but her skill-set was considered incompatible. What's more, her scary eyes have only ever brought her grief and isolation. After meeting Ainz, she's encouraged to become a Paladin that uses a bow (and given one), is shown a newfound level of respect and acceptance and has learned more about magic than anyone else in her country.
XI – Justice: Balance and fairness; Objectivity; Rationality and analysis; Truth will set you free; Doing what's right; See all sides of a situation; Accountability; Allegory of justice.
Reversed: Injustice; Corruption; Crime; Pear pressure.
A strong sense of right and wrong, like to play fair and want things nice and balanced. They take time to make decisions, setting emotion aside to make use of logic. Sometimes seen as cold or stubborn as they don’t like to show emotion. More than anything, they stay true to their principles.
Demiurge: So long as it doesn't involve Ainz's safety (or a question of loyalty), he's the most rational. It was his plan that quickly/proficiently made Nazarick an independent nation, even if it involved allowing thieves into the tomb (something the others would have never considered).
Solution: She may like to play with humans, but that's just her hobby. When working, she is quite professional and puts the organization ahead of her personal feelings.
Punitto Moe: The guild strategist who played multiple games that involved tactics. Literally wrote the book on how to fight other players.
XII – The Hanged Man: Self-Sacrifice; Reflection; Appreciation; Paradox; Bindings that liberate; Let go of control; New perspective; Putting others first; Wait for a better opportunity.
Reversed: Egotism; Inability to change; Sociopath/Psychopath; Missed opportunity.
They make sacrifices for a cause/goal. Daydream of what they want, or what once was. Avoid conflict and often carry a “heavy load” to keep others happy. Lash out when attacked and tend to do too little to help themselves. Notable for being caught between two extremes, parties or stages in life.
Ulbert(?): In the game, he is one of the strongest players. But in real life, he's at the bottom of society (a dystopian future ruled by CO.s). Also, his avatar can deal a LOT of damage, but he burns out fast and is left defenseless afterward.
Arche: she must constantly put herself in danger to pay off her family's crippling dept. It doesn't help that her parent's spend faster than she can earn. She endures out of the hope of taking her sisters and starting a new life...It doesn't work out.
Imina: She's a half-elf who suffered discrimination throughout her life.
XIII – Death: Endings and new beginnings; Cycles; Deep change; Metamorphosis; Completing a chapter; Put the past behind you; Regeneration; Seeing the truth.
Reversed: Abuse and addictions; Blocked grief; Unable to move on.
They were/are going through a great transformation. There's hidden grief as they've experienced their share of losses/endings and are in need of release, to let go and move on. They may feel drawn toward the darkness (Gothic) and never forget if someone has hurt them, often daydreaming of payback.
Evileye: She's a human-turned-vampire. Destroyed a nation (possibly by accident), but joined the 13 Heroes to save the world. She and the other heroes disbanded, but was brought into Blue Rose. Was cynical about girls wanting a “knight in shining armor,” but now wishes she paid more attention. Plus, she wants to pay back Jaldabaoth and his demon maids.
Leinas: Her family disowned her and her fiance left her, all because a “curse” that wasn't even her fault. She lost her nobility, but became an Imperial Knight (and got revenge on her family). She's now looking to leave the Empire for the SK and maybe find a cure for her “curse.”
XIV – Temperance: Balance; Harmony; Synthesis; Equilibrium; Prudence; Merging of opposites; Middle ground; Enjoy well-being; Healing; Getting your life together; Communicating.
Reversed: Exhaustion; Recklessness; Intolerance; Lack communication.
They're used to compromise and have a patient & balanced approach, believing in moderation and aiming at long-term goals. Considered “healers,” they're good communicators/mediators and great at management, especially people. Often struggling to find the balance in their lives and hobbies.
Bukubuku Chagama: Often played the role of a commander and was skilled in managing [Hate], a hidden value in the game. She seamed to have her hobby as a player and her job as a voice actress well balanced...until she had to leave.
Draudillon (R): Trapped with several imbalances: Looks/acts like a child, but is an adult; Can use Wild Magic, but lacks the needed souls; Her army isn't strong enough on its own and has no outside help; She gives her people morale, but she is the one in need of hope.
XV – The Devil: Obsession; Selfish; Slave to ones' impulses, addictions and feelings; Need for control; Lack of freedom or faith; Believing the worst; Materialism; Overly ambitious; Violence.
Reversed: Avoid temptations; Escaping danger; Lacking ambition; hidden trauma.
Often “devilish” themselves; greedy, proud, lustful, or otherwise of poor character. Are quite sensual when female. Not uncommon to be antisocial, putting their needs ahead of others. Utterly committed to a cause to the point of obsession. Yet beneath it all is one of low self-esteem and a fear of failure.
Shalltear: She's “fetish” incarnate. Yet while she has many selfish traits, she takes her given jobs seriously. Her [Blood Frenzy] is a temptation she has to actively resist and she's terrified of failing her master again.
Entoma (R): For a man-eating, monstrous amalgamation of bugs that'll eat anything so long as it used to be alive, she's surprisingly good at practicing abstinence.
Fluder: Obsessed with seeing the Abyss of Magic. He betrays the Empire without a second thought for his ambition and doesn't bother hiding his madness when it comes to magic.
Gondo: Wants to restore the pride of Runecraft, despite having no skill for it and having been labeled a lost cause by his fellow dwarvs. Happily accepts Ainz's offer to forsake his country if it means making his dream come true.
XVI – The Tower: Destruction; Conflict; Arrogance; Anger/rage; Survival instincts; Uncomfortable; Exposed; Emotional upheaval; Experience the shocking truth; Pride before the fall.
Reversed: Wanting to survive; Dangerously Unstable;Trauma; Hiding the truth; Stupefied.
Those who shake up the status quo; Activists, hackers, and anarchists. They often have emotional outbursts and behave in a way that rocks the boat. Wherever they go, arguments, altercations, and drama is sure to follow. Very arrogant, and typically in situations where they've fallen from grace.
Clementine (Both): Oh my dar-ling, oh my dar-ling, oh my dar-ling Clementine; You enjoy cha-os and tor-ture not to men-tion your bat-shit nuts.
Brain: Thought he stood atop the highest tower. Then a pretty girl comes along and throws him screaming off the ramparts. Eventually, a young man helps him crawl out of the gutter he was hiding in and climb the tower once more, this time with humility.
Erya: The other workers can't stand him. Hell, even other slave owners don't like him. Turns out that he was so pathetic, a hamster could beat him.
Barbro (Both): Thinks that since he's the prince, anything goes. Worse yet, he's got a fuse smaller than his IQ. He shoot flaming arrows into a village just because they wouldn't open the door faster. He was even willing to sell half the Kingdom to get Ainz to help him onto the throne. Hmm, what do you think of this Lupu-chan?
Luci★Fer: A troublemaker (at least according to Ainz).
XVII – The Star: Hope; Self-confidence; Bright future; Faith; Altruism; Luck; Generosity; Inspiration; Peace & joy; Uniqueness; Fame; Quiet after the storm; Sudden change and awakening.
Reversed: Negativity; Being led astray; Nihilism; A bleak future.
One who works toward the greater good of all. They're intellectual, artistic, innovative and idealistic by nature. With plenty of friends, dreams and ideals, they believe in themselves and their abilities. They've gone through difficult times, but have emerged with greater determination.
Ninya: She had the Talent of learning magic in half the time, had bosom friends and a dream of finding the Swords of Darkness. But most importantly, she had a goal to find (and rescue) her elder sister. Rest in peace Ninya. Though you are gone, your quest has been complete.
Nferia: Boy's got it rough. He's been kidnapped by a cult, almost killed by a troll and nearly trampled by an oncoming army. And what's he gotten out of it? He can use all magic items, has a high-paying occupation, invented a new potion and married the girl of his dreams. Well what do you know, guess life's not all that bad.
XVIII – The Moon: Creativity; Inspiration; Dreams; Fantasy; Subconscious; Trickery; Fear; Madness; Illusions; Unknown territory; Instincts; Wanting to hide from the world.
Reversed: Anarchy; Imagination blocked; Self-made delusion.
Mysterious, receptive, intuitive and possessing hidden depths. They've amazing artistic/psychic abilities, but have trust issues (stemming from their past) and are skilled liars if needed. Often have trouble accepting themselves (pulled into a false persona), projecting their fears/faults onto others.
Khajiit (R): Sure this guy was evil. But it's kind of sad how his life turned out that way. He looses his mother, spends his whole life trying to bring her back and along the way, he reasons that becoming an undead will give him more time to figure out how.
Tia & Tina: They joined Blue Rose just so they could back-stab Lakyus at the opportune moment. Good thing they ended up enjoying themselves and decided to stay for real. Also, one may like their Oni-leader more than she's letting on, while the other might get a kick out of meeting Mare.
Raeven: The guy has to play the villain just to keep his country from eating itself alive. At least it's a big improvement over when he was younger and had delusions of grandeur.
XIX – The Sun: Victory and accomplishments; Optimism; Joy and happiness; Energy; A child; Being accepted; Self-realization; Enlightenment; Great health and vitality.
Reversed: Poor logic; Sadness; Drained of life; Low vitality.
Optimistic, happy and confident, they're very much sunny people. They love new things/experiences and always look for ways to enjoy life. Youthful and carefree, no matter what age. Usually (ironically) in terrible situations, belying the underlying optimism with deep thoughts about the meaning of life.
Herohero (R): From what little we saw, he seems like a good guy. But damn, is his real life terrible or what?
Aura: Ainz himself says she's like the sun. She's young, spirited, and wants to collect as many of the new Poké—monsters that are in NW.
Lupusregina: Yes, she's a sadist, makes sexual comments and is “a girl who cries wolf (which is, in itself, ironic).” But come on, how can you resist that big ol grin :)
Rigrit: For a 200-year-old granny, she's got quite the spring (and the whoop-ass) in her step.
XX – The Judgment: Good judge of character; Change/transformation that we're ready for; Taking responsibility; Stepping up. Taking a stand; Heading the call; Unburdening yourself.
Reversed: A burden; Poor judgment; Mistrust; Repeating mistakes.
Assertive and enjoy being in charge. They know what they want and how to get it, even if the how is considered “gray.” They're excellent judges of character and have a calling (but not always listening). Once accepted, they blossom into someone with great clarity. The challenge is to break repeating patterns/behaviors holding them back. They often start a new chapter in later life.
Renner: ...She's a monsterous genius. Despite having almost no (political) power, she's able to subtly manipulate everything behind the scenes. She's a sociopath that doesn't let little things like morals get in the way of her plans and knows just what to say/do to get people to move how she wants. God(-Maruyama) knows what she'll be capable of when she has the power of an Area Guardian.
Philip(?) (R): Oh, Philip. You poor, stupid, little man...
XXI – The World: Totality; Fulfillment; Wholeness; Harmony; Accomplishment; Completion; Structures and meaning; Traveling; Teach the world; Boundaries that direct us; Doing what we want.
Reversed: Incomplete; Isolation; Anxiety; Undisciplined.
Confident, wise, worldly and full of life experience, they're a being of substance. Not afraid to put in effort and get their hands dirty doing it. Excel in teaching/training positions, but also love to learn themselves. Can be relied upon, and are often in trusted positions and are quickly promoted. The world hands itself to them on a silver platter, because they've earned it.
Ainz Ooal Gown (Public): He's the leader of the Supreme-Beings, can see 10 thousand years into the future, is a king with more wealth & power than any other and has the love and loyalty of legions of monsters. And his master plan? World domination. What other description could possibly fit the the Overlord himself...
Suzuki Satori (R): ...Other than the fact it's all a complete farce. His knowledge (outside his favorite video game) is sorely lacking, is a nervous wreck, can barely even plan for the next day, and feels utterly alone as there's no one around who knows the real him.
