What are it's limitaions? What does it require? Why not use it? And can you steal/copy the talent of the dead like Nigun Grid Luin who's talent to boost summoned monsters defense would have been benefitial?
Yes. And each wish requires Xp or a wish from the wish upon a Star ring.
But talents and martial arts aren't from Yggdrassil, so the ring wouldn't be able to access the powers needed to teach those skills

That's actually a good comparison. But if that's the case then there should be no problems he can't solve with that ring. He can use it to learn all the most effective talents he can find
Yh but at the cost of xp or ring uses. He’s so cautious that he doesn’t want to waste it on something he may be able to control anyway (having dominion over his citizens)
Which is preferred. It's so important to Ainz that he doesn't waste his Yggdrassil item's
The ring that enables the user to use the super tier spell "Wish Upon A Star" 3 time's with no experience required is called "Shooting Star".
As Doctoreho said the spell normally requires exp up to 10% (I think) and in Vol 3 is when Ainz mentions the information that flooded his mind during the attempt with the ring to clear/ free Shalltear's mind control status which failed since the mind control was caused by a WORLD class item and the ring used was only a Divine class item. And as Doctoreho said Ainz does state that the spell can indeed gain/take/copy talents.
The reason why he doesn't is because he's "spending wisely" or in other words not using it until it is absolutely needed and worth the experience.
I think he would use it only in very few occasions.
For example, Nfirea's talent to use any weapon/magical item with no penalties is OP. The reason Ainz doesn't take it is like Doctoreho said Nfirea is ruled under Ainz and not an enemy since Nfirea feels only gratitude towards Ainz for saving Enri. In other words, why take the toy when it's already in your possession? Now, Ainz does his best to have justful causes. The only time he would ever take a talent holder's talent is if the talent itself was amazing like Nfirea's and/or possibly threatening and is leaving or becoming/is an enemy. Many would see Ainz actions to be evil since it is the same as stealing power away from the weak, but say this power can be turned on you and me by the throat, what better option but to take away that person's weapon in the name of precautional justice.
I want to add something, but it's content is that of the LN's and not the anime. I can state it if and only if you are caught up with all 13 LNs so far released via PDF since 10 to 13 have not been released as paperback or hardcover yet.
